Race Tracks in Spain

I've just spent the weekend at another incredible new race track in Spain. The place is amazing for several reasons. Brand new. 5 Kms long. 30 volunteers in the pit lane alone. 40 garages in pit lane. A really proper restaurant. So much more. The most amazing part?... The whole thing was built and paid for by the Regional, Provincial and local Municipal governments.!!!!!!!

Why is it that some places get it, and Canadian Federal/Provincial/Municipal governments just don't?
